Article Nine: President
The President is the regular presiding officer at all committee meetings. The term “the chair” applies to the President, or in his absence at meetings to the Vice President, who assumes duties as the chairman pro-tem at such meetings. Where business must be conducted in the absence of the President, the Vice President will assume the duties as chairman pro-tem. Should neither the President nor Vice President be in attendance, the committee will select by nomination and majority vote approval, a member to preside over the meeting.
The President shall be the chief executive officer of the SAMC MFLWC and shall have, subject to the policies, guidance and advice of the Executive Council, general charge of the business of the SAMC MFLWC and all certificates of membership, contracts, and instruments, other than checks, which have been approved by the Executive Council. The term of office of the President shall not exceed one year.
The president shall insure that the SAMC MFLWC is operated in accordance with Army Regulations, Fort Leonard Wood regulations, special regulations, local policies and laws of the State of Missouri.
The president shall sign all membership certificates and represent the SAMC MFLWC upon ceremonial occasions. He may appoint any member of the Executive Council to attend ceremonial occasions if he is not available.
The president shall preside and call all meetings as deemed necessary, but must conduct, at a minimum, a quarterly executive council meeting.
The president has one vote in all matters, and will be considered a tiebreaker in the event of a tie vote of voting members present.
The president is responsible for appointment of all sub- committees and is an ex officio member of all sub-committees.
The president ensures the proceedings of the Executive Council meetings together with the financial statements and other applicable documents are to be submitted to the Directorate of Morale, Welfare, and Recreation, Fort Leonard Wood, Missouri.
The President makes recommendations for appointments to fill vacancies in any elected office with the approval of the Executive Council.
The President appoints chairmen for all standing and special committees.
The President exercises day-to-day supervision over the management of the SAMC MFLWC.
The President is responsible for the administration of the SAMC MFLWC, for ensuring that the minutes are kept, that proper accounting records are maintained, and that funds are properly accounted for and safeguarded.
